The first edition of this report was issued in 1997, on the occasion of the 10th Anniversary since the adoption of the Montreal Protocol. The present report contains additional and updated data on the production and consumption of ozone-depleting substances (ODS), as reported to the Secretariat during the period 1986-2000, by about 150 Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer. The Secretariat has arranged the data provided by the Parties into the groups for which control measures are prescribed in the Protocol. To calculate the figures for each group, the quantities in metric tons reported by the Parties for each substance of the group were multiplied by the ozone-depleting potential (ODP) of that substance and added together. All the data in this report is therefore presented in ODP tons.
The substances subject to the controls are as follows:
Annex A, Group I: chlorofluorocarbons (CFCs) and Group II: halons (Montreal Protocol, 1987);
Annex B, Group I: other fully halogenated CFCs, Group II: carbon tetrachloride and Group III: methyl chloroform (London Amendment, 1990);
Annex C, Group I: hydrochlorofluorocarbons (HCFCs) and Group II: hydrobromofluorocarbons (HBFCs); Annex E: methyl bromide (Copenhagen Amendment, 1992).

The thin layer of Ozone in the stratosphere, located between 10 and 50 kilometres above the Earth, absorbs all but a small fraction of the harmful ultraviolet radiation (UV-B) emanating from the sun and protects all life on Earth.
Observations of the atmosphere have proved depletion of Ozone over the middle and higher latitudes, and an "Ozone Hole" annually over the South Pole. Scientists have linked the ozone depletion and the "hole" to the increasing emissions of Ozone depleting substances (ODSs): Chlorofluorocarbons (CFCs), Hydrochlorofluorocarbons (HCFCs) and Halons, as well as Carbon tetrachloride, Methyl chloroform and Methyl bromide.
Alarmed by these discoveries, governments agreed in 1985 upon the Vienna Convention for the Protection of the Ozone Layer and in 1987 on the Montreal Protocol on Substances that Deplete the Ozone Layer. The Montreal Protocol mandates the phase-out of the ODSs by all countries according to a specified timetable.
The Montreal Protocol also requires all countries, under Article 7 of the Protocol and other decisions taken by the Parties, to report their annual consumption, production, imports, and exports of ODSs for given baseline years (1986, 1989, 1991) and for subsequently years. To facilitate the verification of compliance by the Parties, the Ozone Secretariat has been preparing an annual summary of the ODS data reported by the Parties for the meetings of the Parties.
The value "-9999" corresponds to "No Data".
The data is only aggregated if at least 75 % of the observations are available (i.e. % of population or % of GDP or % of countries) on an annual basis.

"Production" means the amount of controlled substances produced, minus the amount destroyed by technologies approved by the Parties (to the Montreal Protocol on Substances that Deplete the Ozone Layer) and minus the amount entirely used as feedstock in the manufacture of other chemicals. The amount recycled and reused is not to be considered as production. The data forms prescribe reporting of feedstock use and of quantities destroyed separately, and reporting of total production without deduction. The Secretariat would make the necessary deduction.
The data is reported to the Secretariat by the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer. The Annex C, Group I: Hydrochlorofluorocarbons (HCFCs) comprise CHFCl2, CHF2Cl, CH2FCl, C2HFCl4, C2HF2Cl3, C2HF3Cl2, CHCl2CF3, C2HF4Cl, CHFClCF3, C2H2FCl3, C2H2F2Cl2, C2H2F3Cl, C2H3FCl2, CH3CFCl2, C2H3F2Cl, CH3CF2Cl, C2H4FCl, C3HFCl6, C3HF2Cl5, C3HF3Cl4, C3HF4Cl3, C3HF5Cl2, CF3CF2CHCl2, CF2ClCF2CHClF, C3HF6Cl, C3H2FCl5, C3H2F2Cl4, C3H2F3Cl3, C3H2F4Cl2, C3H2F5Cl, C3H3FCl4, C3H3F2Cl3, C3H3F3Cl2, C3H3F4Cl, C3H4FCl3, C3H4F2Cl2, C3H4F3Cl, C3H5FCl2, C3H5F2Cl, C3H6FCl.
Some of the figures may be negative since the figures are for each calendar year, it is quite possible that in some years the feedstock figure may exceed the production figure of that year, if the feedstock use is from a carry-over stock. The production could be negative in such cases. For the same reason, the consumption could also be negative. The data formats used by the Parties, before 1997, to report data were replaced by a revised format after the Ninth Meeting of the Parties (for more information Article 7 of the Protocol).
